That was actually my theory! Because, the Curse is there to try and dampen down on things, keep people in the same place. Emma is powerful/the loophole enough to change things, but that doesn't mean the Curse doesn't affect her, too. Given as soon as she turned up in Storybrook she seemed to be off-balance, I think the argument can be made for the Curse.
